Panama's Law 14 of 2010 (Drug Control) is the operative framework. Cannabis is a controlled substance. Possession for personal use in small quantities can be treated as a misdemeanour with 1 to 6 months; amounts deemed to suggest trafficking intent carry 5 to 20 years. The law is applied by the National Police and Judicial Police (PTJ). Panama has not passed any decriminalisation measure. What Travellers Need to Know
Panama City is primarily a business and transit hub — home to the Panama Canal, a major container port, and one of Latin America's busiest airports (Tocumen International, PTY). Cannabis tourism is not a relevant category in Panama City's travel offer. The city attracts business travellers, those transiting to South America, and visitors to the Pacific coast beaches (Pacific Riviera, Bocas del Toro). Casco Viejo (Casco Antiguo) is Panama City's historic district, now heavily gentrified and a major tourist and dining destination. El Cangrejo is the nightlife and restaurant hub. Miraflores and Albrook are middle-class residential. Panama Pacifico is a planned community near the airport. Amador Causeway connects islands in the Bay of Panama with restaurants and views. None of these areas have cannabis tolerance. Bocas del Toro province (Caribbean coast) is a popular beach destination with a more relaxed culture, but remains under the same national prohibition.

Never transit Tocumen International Airport (PTY) with any cannabis product. Even if you are in transit to a cannabis-legal destination, possession in the transit zone is an offence under Panamanian law. Panama's position on the drug trafficking route from South America means enforcement is genuinely rigorous. Abstain during your Panama stay.
