Colombia's Constitutional Court (Decision C-221/1994 and subsequent rulings) decriminalised personal cannabis possession and use. The operative limit is 20 grams of cannabis flower for personal use — one of the most generous decriminalisation thresholds in Latin America. Separately, Law 1787 of 2016 established a medical cannabis licensing framework that has made Colombia one of the world's leading medical cannabis producers and exporters. Recreational sale through licensed dispensaries does not yet exist, though legislative proposals are advancing. The contrast with neighbours Ecuador (strict) and Venezuela (collapsed state) makes Colombia distinctively tolerant.
What Travellers Need to Know
Cartagena is Colombia's premier tourist destination, a UNESCO World Heritage walled city on the Caribbean. The tourist population skews toward an international crowd and enforcement of personal cannabis possession in tourist areas is largely discretionary and minimal. Getsemani neighbourhood, immediately outside the walled city, has an active and visible cannabis culture. Informal market access is straightforward for tourists in this context. The beach areas of Bocagrande and El Laguito have a resort atmosphere with visible cannabis use at beach clubs.
Cartagena Neighbourhood Guide
Getsemani is the most authentic and cannabis-tolerant neighbourhood, with street art, hostels and an international backpacker culture. Cannabis is openly present. Centro Historico (Walled City) is more policed due to tourist density and heritage status. Bocagrande is upmarket beach-front. La Boquilla is a local beach area to the north. The islands of Baru and Isla Grande are accessible as day trips and have relaxed beach atmospheres.
Safety Tips for Cartagena
Cartagena is one of the safer large cities in Colombia for tourists. However, standard urban security precautions apply: do not display expensive items, use formal transport, and avoid isolated areas at night. Cannabis use is socially visible and minimally policed in tourist zones. Avoid large public quantities (above 20g) and do not purchase from street sellers who may over-inflate prices or present security risks.
