The Core Difference
Both Mumbai and Goa operate under the same national law — the NDPS Act 1985, under which ganja and charas are illegal. The difference is enforcement intensity and cultural attitude, not legal status. Mumbai has India’s most active drug enforcement unit (NCB Mumbai Zonal); Goa has a tourist economy historically shaped by international visitors for whom cannabis tolerance has been a known feature since the 1960s hippie era.
This does not make Goa legal. Cannabis arrests in Goa are documented and ongoing. But the enforcement environment, the visibility of cannabis in tourist areas, and the police approach to foreign tourists differs meaningfully between the two cities.
