Lagos is a city of extraordinary energy and genuine warmth toward international visitors, but navigating its relationship with cannabis requires clear-eyed awareness of the legal environment. As a tourist, you have no legal protection that a Nigerian citizen does not have, and in some respects your visibility as a foreigner makes you a more attractive target for informal enforcement and extortion schemes.

The primary risk for tourists is not formal prosecution but informal encounters with police or NDLEA officers who approach individuals they believe to be in possession and request payment to avoid an arrest. These encounters can be stressful, time-consuming, and expensive. The best defence is not providing any basis for such an approach: do not carry cannabis, do not consume in public, and do not engage with individuals who approach you offering to sell cannabis on the street.

Victoria Island, Lekki Phase 1, and Ikoyi are the city's most tourist-friendly and expatriate-populated districts. The atmosphere in these areas is comparatively relaxed and the risk of low-level harassment is lower than in areas with heavier NDLEA foot patrol presence. The mainland districts of Lagos — Ikeja, Mushin, Surulere — are not recommended for any cannabis-related activity by visitors.

If you are flying into or out of Murtala Muhammed International Airport, be aware that airport security procedures include drug detection and that airport-related drug offences are treated with particular seriousness. Do not attempt to carry cannabis or high-THC products through the airport under any circumstances.
