Lagos is West Africa's largest city and Nigeria's commercial capital, home to more than 15 million people across the greater metropolitan area. Cannabis — locally known as igbo or weed — has a long and deeply embedded cultural presence in Nigerian society, particularly among musicians, artists, and the Afrobeats scene that Lagos exports to the world.

Under Nigerian law, cannabis is classified as a controlled substance. The NDLEA (National Drug Law Enforcement Agency) is empowered to arrest, prosecute, and detain individuals found in possession. Penalties on paper are severe — large-quantity trafficking carries sentences of up to 25 years. In practice, enforcement is inconsistent and heavily influenced by neighbourhood, social context, and the willingness of officers to negotiate informally. Tourists who consume discreetly in certain areas — particularly Lekki, Victoria Island, and parts of Lagos Island — report relatively low risk, but this is not a legal protection and involves real personal jeopardy.

A separate and more encouraging development is the gradual emergence of CBD and hemp-derived wellness products in Lagos. Several health and wellness boutiques on Victoria Island and in Lekki Phase 1 now stock CBD oils, capsules, and tinctures imported primarily from Europe and the United States. The regulatory framework for these products is not yet formalised, but NAFDAC (Nigeria's food and drug authority) has not moved aggressively against CBD wellness retailers. This makes Lagos one of the more progressive cities in West Africa for CBD access, even as cannabis itself remains firmly prohibited.
