Georgia's Constitutional Court (Case N2/10/1223, 30 November 2018) ruled that Article 45 of the Code of Administrative Offences — which criminalised cannabis consumption — violated the constitutional right to self-determination. This ruling made Georgia one of the few countries globally where the act of consuming cannabis is constitutionally protected. However, the court did not rule on possession or supply. Under the current legal text, possession of cannabis remains subject to administrative fine (up to 500 GEL for a first small-quantity offence) or criminal charge (3 to 6 years for larger amounts). This creates a paradox: you can legally consume cannabis but cannot legally possess it.

Tbilisi has one of the world's most extraordinary nightlife scenes, centred on the techno clubs Bassiani, Khidi and Cafe Gallery. The city attracts a global creative and clubbing crowd who have made it a destination equivalent to Berlin or Detroit for electronic music. Cannabis is integrated into this culture. The practical reality is that consumption in Tbilisi's nightlife and social contexts is treated with significant tolerance by both police and society since the 2018 ruling. However, the legal paradox means possession is technically still an offence and enforcement can occur.
Tbilisi Neighbourhood Guide
Vera is a bohemian residential neighbourhood with a relaxed social scene. Vake is affluent and more conservative. Fabrika (the old sewing factory complex) is the creative hub with bars, food stalls and the cannabis-adjacent culture. Rustaveli Avenue is the central boulevard. Old Town (Abanotubani, Narikala area) is the tourist historic core. The nightclubs are primarily in the Kudari and Mukhrani area near the Mtkvari river. The Svaneti mountain region in north Georgia has a traditional cannabis cultivation culture, but accessing this requires genuine travel beyond Tbilisi.
Safety Tips for Tbilisi
Tbilisi is genuinely one of the most exciting cities in the world for cannabis-aware travellers given the constitutional protection of consumption. However, the possession paradox means you should be discreet. Consume in private or at known tolerant venues. Do not carry large amounts. Airport Tbilisi International is a formal enforcement zone — do not travel with cannabis. The currency is Georgian Lari (GEL); the fine for small-quantity possession is up to 500 GEL (approximately 180 USD at 2026 rates). Compare with Yerevan for the regional contrast.
