Taiwan's Narcotics Hazard Prevention Act classifies cannabis as a Schedule 2 narcotic. Possession for personal use carries 3 to 5 years imprisonment. Intent to supply or trafficking carries 5 to 10 years for Schedule 2 substances. Large-scale trafficking carries life imprisonment or death. Taiwan's drug enforcement has a long history rooted in the post-war KMT government's strict policies. Unlike Hong Kong, Taiwan has not addressed CBD separately, which means CBD derived from cannabis is technically also a controlled substance. The enforcement is rigorous, consistent and does not differentiate by nationality.
What Travellers Need to Know
Taipei is one of Asia's most visitor-friendly cities: extraordinarily safe, with outstanding food, nightlife and cultural experiences. Drug enforcement, however, is a consistent and professional operation. Taiwan Customs (at Taoyuan International Airport, TPE, and Songshan Airport, TSA) uses X-ray and chemical detection. Drug-related offences are processed through dedicated criminal courts with experienced prosecutors. The cannabis underground scene exists but is highly discreet and inaccessible to tourists through normal social channels.
Taipei Neighbourhood Guide
Da'an district is Taipei's vibrant nightlife and student area around National Taiwan University and Daan Park. Zhongshan is commercial and bar-oriented. Xinyi is upscale and the CBD area. Wanhua is the historic Longshan Temple area with a working-class character. Ximending is youth culture and entertainment. No Taipei neighbourhood has cannabis tolerance or informal access that is safe for tourists. The comparison with Tokyo (equally strict) rather than Bangkok (more complex) is more accurate.
Safety Tips for Taipei
Do not bring any cannabis or CBD product into Taiwan. The customs screening at TPE is modern and effective. Abstain entirely during your stay. Taiwan is one of the safest cities in the world in terms of general crime; do not compromise that safety record with a drug offence.
