Portugal's Law 30/2000 is the world's most famous drug decriminalisation model, applied since July 2001. The law decriminalised personal possession and use of all drugs, including cannabis. The specific cannabis threshold is 25 grams of marijuana or 5 grams of hashish for personal use. Above these amounts, criminal classification as supply is possible. Crucially, sale and trafficking remain criminal under Portuguese law — the decriminalisation covers use and possession only. Instead of courts, drug users face Commissions for Dissuasion (CDT), which can impose administrative sanctions but no criminal record.
What Travellers Need to Know
Porto is Portugal's second city, a dramatically beautiful university town and cultural hub on the Douro River. Its cannabis culture is relaxed and visible. The informal market is accessible but operates in a legal grey zone regarding supply. Cannabis Social Clubs have begun to establish themselves in Porto following the Spanish model, though the legal framework is less explicitly supportive than in Spain. The student population (Porto has two major universities) creates a sociable cannabis scene, particularly in the Baixa and Bonfim areas.
Porto Neighbourhood Guide
Bonfim is Porto's most bohemian neighbourhood, popular with students and young creatives. Cannabis use is part of the social fabric here. Cedofeita is artistic and independent retail-focused. Baixa (Downtown) is tourist-dense with the famous Livraria Lello and narrow streets. Ribeira (the waterfront) is tourist-central and not a cannabis zone. Foz do Douro is the affluent beach area. Safety Tips for Porto
Porto is one of the safest cities in Europe for cannabis-aware travellers. The decriminalisation framework means personal possession carries no criminal consequence. If stopped by police with personal amounts, you will be directed to the CDT rather than prosecuted. The social context is relaxed. The main risk is in the supply transaction itself, which remains legally grey. Do not transport cannabis outside Portugal.
