What Travellers Need to Know
Mumbai's reputation as India's most cosmopolitan city does not translate to cannabis tolerance. The Narcotics Cell is well-funded and professionally run. A documented pattern involves informants in tourist areas who identify buyers and then enable police seizures. Hotels in Colaba, Bandra and tourist districts have been raided. Unlike Delhi where bhang culture provides some grey zone, Mumbai has a more straightforward enforcement approach. Cannabis use among Bollywood circles is visible in media coverage but this does not reflect legal reality for tourists.
Mumbai Neighbourhood Guide
Colaba (near the Gateway of India) is the main tourist backpacker hub and has both informal market activity and active enforcement. Juhu Beach and Bandra attract younger crowds. Dharavi and the outer suburbs have their own dynamics but are not tourist-relevant. Marine Drive is public, well-lit and heavily surveilled. Anywhere in Mumbai that appears tolerant is likely to be an enforcement target, not an exemption.
