Cannabis Laws in Hong Kong 2026
Hong Kong's Dangerous Drugs Ordinance (Cap. 134) is the operative legislation. Cannabis is a dangerous drug under Schedule 1. Possession carries a maximum of 7 years imprisonment and a HKD 1,000,000 fine. Trafficking carries a maximum of life imprisonment and a HKD 5,000,000 fine. Since the 2020 National Security Law changed Hong Kong's political and legal environment significantly, the overall enforcement climate has tightened across all legal domains. In a further restriction unique to Hong Kong, CBD was reclassified as a dangerous drug in February 2023, following China mainland drug policy. This makes Hong Kong one of very few jurisdictions globally where CBD is explicitly illegal.
What Travellers Need to Know
Hong Kong remains a global financial and travel hub, attracting millions of visitors annually. Drug enforcement at Hong Kong International Airport (HKG) is thorough and sophisticated. Customs screening includes chemical analysis, X-ray and drug-detection dogs. The reclassification of CBD in 2023 means travellers who routinely carry CBD oil for anxiety, pain or sleep management — legal in most of their home countries — face arrest if they arrive in Hong Kong with these products. This has been a significant change affecting many travellers who did not anticipate it.
Hong Kong Neighbourhood Guide
Lan Kwai Fong (LKF) in Central is the main bar and nightclub district, primarily serving expatriates and tourists. Drug enforcement is active here. Soho/Sheung Wan is more relaxed but still urban-central. Wan Chai has bar culture. Mongkok in Kowloon is dense and has informal market presence but also heavy police density. Sham Shui Po is a working-class Kowloon district. No area of Hong Kong has informal cannabis tolerance given the current enforcement climate and the 2023 CBD reclassification.
Safety Tips for Hong Kong
Do not bring any cannabis-derived product into Hong Kong including CBD oil, capsules, flower or edibles, regardless of their legal status in your home country. Do not attempt to acquire cannabis in Hong Kong. If you are a medical cannabis patient from another jurisdiction, do not assume your medical documentation provides any protection in Hong Kong. Contact your home country consulate before travel if you have concerns. Hong Kong is a magnificent city offering extraordinary experiences; the legal risk for cannabis is simply not one to take.
