Vietnam's Law on Prevention and Combat of Drug-Related Crimes (Law No. 73/2021) and the Penal Code 2015 (as amended 2017) govern cannabis enforcement. Cannabis is a prohibited narcotic. Personal use and possession carries 1 to 5 years imprisonment. Trafficking and supply carries 5 years to life. Large-scale trafficking (600g+ heroin equivalent weight) carries the death penalty. Vietnam has executed foreign nationals for drug trafficking. There is no decriminalisation, no medical cannabis framework, and no distinction for personal amounts.

Ho Chi Minh City (Saigon) is Vietnam's largest city and commercial hub, attracting millions of tourists annually. The backpacker area of Pham Ngu Lao (District 1) and the Bar Street of Bui Vien have a reputation for cannabis availability, but this does not reflect any legal tolerance — it reflects consistent enforcement risk. Undercover police operations in tourist nightlife areas are documented by multiple travel advisories. Arrest and prosecution of foreign nationals in Vietnam's drug courts is not rare. The country's drug enforcement has ideological as well as law-enforcement motivations.
Ho Chi Minh City Neighbourhood Guide
District 1 (Ben Thanh area) is the tourist centre with the main market and backpacker zone. Pham Ngu Lao within District 1 is the hostel and budget travel hub. Bui Vien Walking Street is the nightlife strip with very high tourist density. District 3 and District 5 (Cholon, Chinatown) are more local. Thu Duc City (formerly Districts 2, 9, 12) is newer development. None of these areas have informal cannabis tolerance; Bui Vien in particular has elevated enforcement given its visibility.
Safety Tips for Ho Chi Minh City
Do not bring cannabis or CBD products into Vietnam. Abstain during your stay. If arrested, immediately identify yourself to police, request your embassy contact and do not sign any Vietnamese-language documents without a translator. Vietnamese pre-trial detention can be lengthy. Your embassy can provide a list of local lawyers but cannot secure your release. Travel insurance with criminal legal defence cover in Vietnam is strongly advisable. Cannabis use is genuinely not worth the risk in Vietnam compared to the many legal cannabis destinations available globally.
