This is legally distinct from smoking ganja or using charas. Tourists sometimes conflate the visible bhang culture with general cannabis tolerance, which leads to dangerous misunderstandings. Paharganj (the backpacker area near New Delhi Railway Station) has a known informal market and also active police presence. Connaught Place is central and heavily policed.
