Vermont became the first state to legalize recreational cannabis through the legislature (rather than a ballot initiative) in 2018, though commercial sales did not begin until October 2022. Adults 21+ may possess 1 ounce in public and grow 2 mature plants. The Cannabis Control Board (CCB) regulates commercial cannabis. Vermont emphasizes craft cannabis and has specific small-scale licensing provisions.
Despite recreational legality in Vermont, cannabis remains federally illegal. Employers can — and many do — still require drug tests.
