Bremen’s Cannabis Social Club Scene
Bremen is Germany’s smallest state and one of its most politically progressive — governed for decades by the SPD, and home to a civic culture that has long been engaged with drug policy reform. When the Cannabisanbaugesetz came into force in July 2024, Bremen was among the best-prepared German states: its health authority had already developed clear implementation guidelines and its drug-counselling infrastructure was ready to support the transition.
The city of Bremen sits on the Weser river, its Altstadt a UNESCO World Heritage Site of merchants’ houses and the famous Roland statue, while its neighbourhoods — Findorff, Walle, Hemelingen, and the Neustadt across the river — provide the kind of diverse, community-rich urban fabric that produces excellent CSC cultures.

Bremen was among Germany’s most CSC-friendly states in its CanG implementation. The city-state’s health authority processed applications efficiently, and Bremen’s first CSCs received registration confirmation among the earliest in the country. The state’s drug policy commissioner publicly supported the CSC model as a harm-reduction tool.
