Legal Cannabis Near Mombasa
East Africa does not yet have a legalised recreational cannabis market. Of Kenya's immediate neighbours, Tanzania is stricter (see our Dar es Salaam guide), Uganda enforces prohibition, and Ethiopia has cannabis illegal with khat as the dominant legal alternative. Rwanda, Burundi, and South Sudan offer no legal cannabis framework.
The nearest meaningful shift in cannabis access requires an international flight. South Africa is approximately 4 hours from Nairobi or Mombasa by air. Cape Town and Johannesburg have decriminalised personal use and home cultivation following the 2018 Constitutional Court ruling, and a lively (if legally informal) cannabis retail scene exists in both cities. South Africa is Kenya's most accessible option for cannabis in a more tolerant legal environment.

Within Kenya, there are early signs of movement toward hemp policy reform — some agricultural researchers and entrepreneurs have lobbied for industrial hemp licensing — but no formal legislative change has occurred as of 2026.
