Hanoi enforces Vietnam’s narcotics laws strictly. Cannabis possession is a criminal offence. The Old Quarter tourist area is subject to regular police patrols. Penalties for foreign nationals include imprisonment and deportation. There are no dispensaries, no licensed CBD shops, and no legal cannabis pathway in Hanoi.

Hanoi is Vietnam’s political capital and home to the central government apparatus responsible for narcotics enforcement nationwide. Cannabis enforcement is taken seriously at a national level as part of a broader drug control framework that has been in place since the 1990s. The Old Quarter backpacker district and Hoan Kiem Lake area attract international tourists but do not host an openly tolerant cannabis scene of any kind.

Vietnam has not signaled any movement toward cannabis decriminalization or CBD legalization. The official government position remains strongly prohibitionist. Visitors who arrive from Thailand’s open dispensary culture or Cambodia’s relaxed enforcement environment should be aware that Vietnam operates under entirely different legal and enforcement realities.
