Some beach shacks in Goa market “special lassi” as a tourist product. This term has no legal definition and some preparations use ganja rather than bhang leaves. Legal bhang uses cannabis leaves only. If a vendor cannot confirm they are using bhang (not ganja or charas), the product may not fall within the NDPS Act exemption.
Legal Bhang Access in Goa
Goa’s bhang availability is more informal and less temple-centric than in northern India. The state has a smaller Hindu temple tourism economy compared to Varanasi, Delhi or Mathura, so the network of licensed temple-area bhang vendors is less extensive. However, bhang lassi and bhang thandai are available at certain established beach shacks, particularly in the North Goa areas of Arambol, Morjim, and Ashvem, where a long-term traveller culture means vendors are accustomed to providing culturally accurate, leaf-based bhang preparations.
During the winter tourist season (November to March), Goa’s flea markets and cultural festivals also feature bhang preparations. Anjuna’s Wednesday flea market has historically had bhang sweets (goli) available alongside standard festival food. The key distinction to make: ask specifically for bhang (leaf preparation) and be willing to pay standard market price. If a vendor is charging a significant premium or is evasive about ingredients, this is a warning sign.
