Tanzania Drug Law
Tanzania's drug control framework is established by the Drug Control and Enforcement Act (originally the Drugs and Prevention of Illicit Traffic in Drugs Act, subsequently reformed) and enforced by the Drug Control and Enforcement Authority (DCEA), a dedicated law enforcement body with broad powers of arrest, search, seizure, and prosecution.
Cannabis is classified as a hard drug under Tanzanian law with no distinction between personal use and trafficking below certain thresholds. Possession of any quantity is a criminal offence subject to imprisonment. Mandatory minimum sentences apply for quantities above very low thresholds. Tanzanian courts do not have a formal mechanism for diversion to treatment for first-time personal-use offenders comparable to what exists in some European jurisdictions.
For foreign nationals, the consequences of drug arrest in Tanzania are particularly serious. Embassy consular assistance is available but cannot prevent prosecution or guarantee expedited processing. The Tanzanian prison system is under significant strain and conditions in detention pending trial are not comparable to European standards. Pre-trial detention periods can extend to many months.
The DCEA also has jurisdiction over CBD and hemp-derived products. Tanzania has no hemp cultivation licensing system and no regulatory pathway for CBD retail. Customs officers at Julius Nyerere International Airport have been reported as seizing CBD products from arriving passengers, including clearly labelled products with THC content well below 0.2%. Do not bring any cannabis-derived product into Tanzania.
