Legal Cannabis Near Dar es Salaam
Tanzania's immediate neighbours offer little improvement in cannabis legal status. Mozambique to the south, Malawi to the southwest, Zambia to the west, Rwanda and Burundi to the northwest, Uganda and Kenya to the north — all maintain cannabis prohibition in various degrees of active enforcement.
Kenya is Tanzania's northern neighbour and the most accessible improvement in the cannabis risk environment. While cannabis is still illegal in Kenya, Mombasa's coastal resort areas operate with a degree of informal tourist tolerance that Tanzania does not have. Zambia (accessible by road or short flight) has legalised hemp cultivation and medical cannabis production since 2021, though retail cannabis for tourists does not yet exist. Zimbabwe similarly legalised medical cannabis production in 2018 — no retail access exists for tourists, but the policy direction is encouraging compared to Tanzania.
For cannabis tourism in the Indian Ocean region from Dar es Salaam, the honest answer is that no nearby destination offers genuinely legal recreational access. South Africa remains the most accessible option for a fully decriminalised environment within the broader region.
