This page exists because tourists continue to arrive in Dar es Salaam with assumptions about drug enforcement that are accurate for other East African or Indian Ocean destinations but dangerously wrong for Tanzania. The experience of cannabis in Mombasa's beach resorts or Zanzibar's tourist-oriented environment has led some visitors to assume similar conditions apply in Dar es Salaam. They do not.

Zanzibar note: Zanzibar is a semi-autonomous region of Tanzania with its own police and legal system. Cannabis enforcement in Zanzibar has historically operated with more informal tolerance in tourist beach areas than mainland Tanzania. However, this has changed significantly in recent years as Zanzibar's government has also moved toward stricter enforcement. Do not assume Zanzibar's historically more relaxed attitude remains current — check specific recent travel reports before making any decisions.

On mainland Tanzania and in Dar es Salaam: there is no tourist quarter where cannabis is tolerated, no well-known informal resolution mechanism, and no area of the city that offers safety from DCEA enforcement operations. Unlike Kenya's beach police, who often negotiate informally, Tanzania's DCEA officers are more likely to initiate formal proceedings when they make a cannabis-related arrest. The financial cost of informal negotiation, when it occurs at all, may be very high and does not guarantee resolution.

If you are in Dar es Salaam and someone approaches you offering cannabis: refuse clearly and immediately. Do not engage further. Do not accept cannabis as a gift. Do not carry cannabis from a Zanzibar visit onto the ferry to Dar es Salaam. Do not transit Dar es Salaam's airport with cannabis in your luggage under any circumstances, regardless of origin or destination.
