The Bangalore Cannabis Paradox
Bangalore hosts one of the world’s largest concentrations of technology workers with international exposure — many of whom have lived or worked in countries where cannabis is legal. The city’s Koramangala and Indiranagar neighbourhoods have a young professional culture that is more openly aware of cannabis than almost any other Indian city outside Goa. Yet Bangalore’s enforcement environment is more predictable and less corruptible than Goa’s informal system, and the legal risk of cannabis possession is real and consistently applied.
The result is a city where the conversation around cannabis is more sophisticated than the legal reality permits. CBD has become the culturally acceptable entry point — adopted across Bangalore’s tech and startup community as a wellness product for stress, sleep, and recovery, all within the FSSAI legal framework. This has driven the growth of India’s best CBD retail sector outside the north.
CBD as the Legal Cannabis Proxy
In Bangalore’s tech community, CBD products have filled the cultural space that cannabis occupies in San Francisco, Amsterdam, or Berlin. It is common in Koramangala offices and co-working spaces to find CBD oils, capsules, and gummies used openly as workplace wellness tools. This is entirely within the law. The line between CBD wellness and illegal cannabis is clearly understood and generally respected in this community — the professional risk of an NDPS Act arrest would effectively end a career in India’s regulated IT sector.
