  1. The offer: A vendor, motorbike driver, or casual contact in Kuta, Seminyak, or Canggu offers cannabis. The product may look and smell authentic.
  2. The transaction: Tourist accepts and pays. Sometimes the substance is not actually cannabis.
  3. The arrest or extortion: Either (a) plainclothes police or informants who arranged the setup now approach demanding a large cash “fine” to avoid formal arrest, or (b) the tourist is formally arrested and processed under Narcotics Law 35/2009.

Why This Happens in Bali Specifically

Bali’s reputation as Southeast Asia’s most relaxed island creates a false sense of legal tolerance. The island’s Hindu-Balinese culture and its physical separation from Java contribute to an atmosphere that feels more permissive than the Indonesian mainland. This perception is actively exploited. Bali receives more than 6 million foreign tourists annually, creating a large pool of potential targets for drug-related extortion schemes. The financial incentive for individuals involved in these schemes — a “fine” of $500-5,000 USD paid to avoid formal arrest — makes the operation lucrative.

The formal arrest path is also real: police and BNN operations in Bali tourist areas do result in genuine prosecutions. The choice between extortion and formal arrest is sometimes presented as a favour, but accepting extortion does not prevent future legal risk and funding these operations makes the problem worse for subsequent tourists. The only safe response to any drug offer in Bali is a clear refusal and no further engagement with the individual making the offer.

What to Do If Approached

If someone offers you cannabis or any drug in Bali: say no clearly and walk away without further conversation. Do not accept anything. Do not explain yourself. Do not engage in extended discussion. If you are subsequently approached by individuals claiming to be police and demanding payment for something you did not do, contact your embassy immediately and do not pay anything without legal representation.
