Cannabis Legal Status in Finland
Cannabis is prohibited under Finland's Narcotics Act (Huumausainelaki). While not decriminalised, Finland applies prosecutorial discretion for small personal amounts: possession of under 10–15 grams is commonly resolved with a fine or referral to substance abuse services rather than criminal prosecution. This is not a guarantee — outcomes depend on individual officers and prosecutors.
Finland has ongoing political debate about decriminalisation reform, with support from several party youth wings and civil society organisations. As of 2026, no legislative changes have been enacted.
Medical Cannabis in Finland
Finland does not have a general medical cannabis programme. Specialist prescriptions for Epidyolex (CBD-based, for epilepsy) and Sativex (THC+CBD, for MS spasticity) are possible with Fimea authorisation, but access is narrow and bureaucratic. There are no cannabis dispensaries or medical cannabis pharmacies as exist in Germany or the Netherlands.
CBD in Finland
Hemp-derived CBD products with under 0.2% THC are sold freely in Finnish health stores, pharmacies, and online. CBD oils, topicals, and supplements are the most common products. EU Novel Food regulations create some uncertainty for edible CBD products, making topicals and sublingual oils the legally clearest options for visitors.
